The NURC Terms of Reference are:-
1. to be responsible for the ETTA umpires and referees organisation;
2. to set and to apply the qualifying standards for umpires and referees;
3. to conduct training courses and seminars for umpires and referees, within an agreed budget;
4. to select umpires for nationally-staged and foreign events;
5. to advise the National Council on matters concerning the Laws, the Regulations for International Competitions and the responsibilities of umpires and referees;
6. to arbitrate on behalf of the National Council on questions of rule interpretation relating to play;
7. to disseminate information about all aspects of the work of umpires and referees;
8. to maintain liaison with other ETTA departments;
9. to keep under review the part of Appendix C to ETTA Rules relating to dress for match officials and to make recommendations on any changes considered desirable
